Widyaiswara = Professional

When I took part as a coordination meeting participant and also a moderator, Professor Soleh Hidayat quoted an education expert, " If you do not learn, you do not change; If you do not change, you die". I try to quote this sentence because it has such deep meaning to us. I also try to correlate his statement to my recent profession, i.e: Widyaiswara. Banten province has 24 widyaiswara recently with various education background and expertise. The task of Banten province government including Badan Diklat is


to empower them and reposition them as "the soul" of the centre of excellence. As a centre of excellence, Badan Diklat has to put forward to improving the quality of whole process of management. And at its turn, it also has to enhance the quality human resources including 'widyaiswara'. 
When widyaiswaras were asked to contribute their thoughts and ideas, they tend to be critical but not to fall down their partner, i.e the structural officers. They have clear thoughts and ideas to share. So, it should be the task of the managers to empower them not only in planning but also in conducting the program. As we all know that the main task and function of widyaiswara is to educate, to teach and to train all civil servants in Banten province government. To have the required competences, the office has to plan the quality enhancement for widyaiswara. It has been logical, because one of the requirements for widyaiswara to have teaching license is through a Training of Trainer (ToT), though this regulation is not fully obeyed by widyaiswara themself. The requirements are based on Permenpan 14/2009 concerning Jabatan Widyaiswara dan Angka kreditnya.

A professional is a member of a vocation founded upon specialised educational training. This definition can be accepted if it is correlated to widyaiswara position. To be a widyaiswara, a PNS should take a 35-day training and education with strict selection. After holding this training certificate they were examined very strictly and then Lembaga Administrasi Negara as patron published the reccomendation to the secretary for appointing the candidates to be widyaiswara. Seeing this process, widyaiswara is professional and must be remunerated profesionally.
In real, widyaiswara has not been professional because "money" is still objective not the effect. In this case, we must re-manage the organisation in order that the professional title is relevant to what we do. The starting point of widyaiswara professionalism should be from sharpening the substantial material. Curriculum mastery should also be held by widyaiswara beside teaching methodology. Training and Education scheduling should also be re-managed if we want such qualified result of the training. The training must calculate the ROI (Return of Investment), because we conduct a training, we actually invest through human resources development. Without having such thoughts in conducting a training, actually we throw the money away into trash bin. It is a pity.

We do hope that in the next future, the management of training and education be re-fixed. And the greatest hope is that widyaiswara Badan Diklat Banten can be empowered without having to hire other educators. I think we have sufficient widyaiswara for serving the training and education participants. I also suggest that because widyaiswara has the same opportunity to teach so they can be empowered based on their expertise and LAN reccomendation. I hope.
